Answer to Question 2

Answer: The purpose of IDEA is to ensure equal access to education regardless of disabilities. The IDEA guidelines ask that students being considered for special education be considered in three tiers. Tier one addresses classroom modifications such as explicit instructions and chunking of assignments. Tier two addresses small-group interventions. Tier three addresses services provided by specialists rather than classroom teachers.
