  a. determine if the study is feasible.
   b. review the literature.

Question 2

Dr. Van Offer is using official existing statistics to support a theory that he has proposed.
 
  He has met the Governor of the state where is research is being conducted, and is very surprised when she calls and asks him to use the statistic in a different way that will not be damaging to her.

Dr. Van Offer may need to negotiate with her in regard to her request. He may also be forced to handle the statistics in a different manner, or use a different set of statistics.

Other nonreactive ethical concerns include, privacy and confidentiality of data. Existing statistics raises issues of social and political natures. Political and bureaucratic issues impact the types of resources devoted to existing statistics as well as to political agendas.
