Being ethical and being legal are not one and the same. Yes, a researcher can be one and not another. A research action can be fully legal, not breaking any laws, but not ethical (violates standards of ethical research). An example might be, administering informed

consent (legal), but being deceptive about risk to the subjects and IRB (unethical).
