RATIONALE: What is El Nio? It is best understood as a complete reversal of a normal climatic pattern. Normally, winds across the Pacific Ocean blow east to west, helping to promote the upwelling of cold, nutrient-rich water from the depths to the surface of the tropical eastern Pacific. But every few years, usually beginning in December, the winds reverse direction, suppressing the upwelling water and thus raising the surface temperature of the water by as much as 20F (11C).
