Answer: This is a coincidence of climate and geology. The geology is (mainly) flat-lying sedimentary rock that has been raised to more than 1,500 m above sea level. Streams and their tributaries have cut into the landscape. A series of caprock layers have made sure the slopes remain as cliffs.
