A 25-year flood is one that has a probability of occurring 1 time in 25 years or 4 times in 100 years, or a likelihood of 4 in any given year. A 10-year flood has a probability of occurring 1 time in 10 years, 10 times in 100 years, or a likelihood of 10 in any given year. etc.

Hundreds of millions of individuals live on floodplains and deltas. The problem is particularly acute in developing nations. For instance, more than 3/4ths of the land in Bangladesh is in floodplains.
