Answer to Question 2
Some locations, such as Washington State or Oregon might have (in general) ample supplies of water. Other locations, such as desert or semi-arid regions, may naturally have little water. Other locations, such as Singapore, may have to purchase much of their water. The causes of water stress may include pollution problems; other causes may include the misuse, or over-use of water supplies, such as through irrigation. Access issues may be related to inadequate infrastructure, conflict, poverty, or a combination.
