Answer to Question 1

Answer: No; stratus is usually too thick for halos to be seen and stratus are usually comprised of water droplets, not ice crystals.

Answer to Question 2

Answer: Red is refracted at a 42 degree angle and comes from raindrops located higher above the surface. The red light appears at the upper (or outer) portion of the bow.
