Answer: Two processes create a storm surge, the major one being the piling up of water as heavy winds drag surface waters forward. Strong winds blowing toward a coast force surface waters landward and thereby elevate sea level, while also bringing heavy surf. The low atmospheric pressure in a hurricane also contributes to the storm surge, in the same way that the height of a column of mercury in a barometer responds to variations in atmospheric pressure.
