The most successful programs have the following characteristics: (1) There is a strong incentive to recycle, in the form of pay-as-you-throw charges for general trash and no charge for recycled goods. (2) Recycling is not optional; mandatory regulations are in place, with warnings and sanctions for violations. (3) Residential recycling is curbside with free recycling bins distributed to households. (4) Drop-off sites are provided for bulky goods like sofas, appliances, construction and demolition materials, and yard waste. (5) Recycling goals are ambitious, yet clear and feasible. Some percent of the waste stream is targeted, and progress is followed and communicated. (6) A concerted effort is made to involve local industries in recycling. (7) The municipality employs an experienced and committed recycling coordinator.

Answer to Question 2

In response to higher food and cotton prices as well as competition and greed, humans began to plant crops in areas that were more suited for grazing. In the process, plows broke up native plant roots that held the soil together, leading to the loss of topsoil. When a drought hit in 1931, the conditions were ripe for the Dust Bowl.
