Answer to Question 1

The TMDL program . . . evaluates all sources of pollutants entering a body of water, especially nonpoint sources, according to the water body's ability to assimilate the pollutant. (W)ater quality criteria provide an essential means of assessing the condition of the receiving body of water, as well as evaluating the levels of the various pollutant discharges.

Answer to Question 2
