Answer to Question 1

Answer: Artesian wells form in confined aquifers that are under great pressure at depth. Generally, only one end of the aquifer is exposed to the atmosphere to receive recharge from precipitation. When this layer is tapped, the water rises up through the well as it moves from a high-pressure environment to a low-pressure one. If the pressure is high enough, the water gushes at the surface.

Answer to Question 2

Answer: During precipitation events, water infiltrates the soil to become groundwater. It moves slowly through the subsurface, eventually discharging into stream channels over time. The subsurface acts as a storage device until that point.
