Are all changes in relative sea level due to changes in the volume of water in the ocean? Why or why not?

No, changes in relative sea level are also due to uplift or subsidence of the land. There would also be a change in sea level if there is a long-term change in average age of seafloor crust, because sea level is higher when the average age is young compared to when the average age is older (Section 13.4).

A beach will grow seaward, and a spit will extend parallel to the overall trend of the shoreline, when the amount of sediment delivered by streams increases, or the wave energy decreases, or both. Erosion of sediment will likely occur if the sediment delivered by streams decreases, the wave energy increases, or both.
