Answer to Question 1

The United States Department of Agriculture includes several government agencies that assist growers
with education, technical help, financial assistance, and research. The Cooperative State Research,
Education, and Extension Service (CSREES), along with state Agriculture Experiment Stations,
conducts research and provides education through extension services.
The Farm Service Agency (FSA) conducts and funds a number of agricultural programs including the
Environmental Quality Incentives Program (EQIP) and the Conservation Reserve Program (CRP).
EQIP supplies cost sharing for conservation activities, while the CRP puts highly erodible land into
10- to 15-year easements.
The Natural Resources Conservation Service (NRCS) oversees other programs and provides technical
assistance in conservation. Many federal programs operate through Soil and Water Conservation
Districts (SWCD), which are state funded and administered by local grower committees.
Although many programs are voluntary, there are laws that require protection of soil and water
resources.
