Answer to Question 1

An AFO is an animal feeding operation, which is an agricultural operation where animals are raised in confined situations.

Answer to Question 2

Manure needs to be stored before application because of the potential for the constituents of the animal waste to run off the land during heavy rains or with the thawing of snow cover.
