Whistle or horn, fire extinguisher, life preserver (flotation device) for each passenger, and proper lighting.

Answer to Question 2

When two boats are approaching each other head on, each turns to pass to the right, or starboard side.
 When two boats are approaching each other at right angles, the boat to the right has the right-of-way
