You would fertilize a lake to increase plankton production to provide more food for the small forage fish.

Answer to Question 2

Unwanted fish compete with the more desired fish for food and habitat. Unwanted fish are removed from a lake
with a wolf-type weir or by draining the lake and restocking it with the desired fish.
