What is the general rule for pruning hedges to prevent them from becoming bare at the base?

Why do you always prune back to an outward-pointing bud or branch when pruning a shrub?

Answer to Question 1

Always maintain the top of the hedge narrower than the base.

Answer to Question 2

To encourage the new growth that is produced to grow outward rather than inward toward the center of the shrub. This will produce a better form and give more light to the new growth.
