Answer to Question 1

The flames will be lazy and yellow, similar to having too much gas. If the primary air is just not open enough, the flames will be blue at the bottom and yellow at the tips.

Answer to Question 2

The draft diverter regulates the draft through the heat exchanger and prevents downdrafts from blowing into the heat exchanger.
