Answer to Question 1

Cycling fans, condenser bypass, or split condensers.

Answer to Question 2

Within a period of six seconds a voltage signal from the controller will be transmitted to and removed from the valve coil. If there is a demand for refrigerant, the valve will remain open for almost all of the six seconds. If there is little demand then the valve will only stay open for a fraction of the six second period. This type of valve includes a tight shut-off function that eliminates the need for an additional solenoid valve.
