Answer to Question 1

In a flooded cooler the refrigerant surrounds the outside of the tubes and the chilled water is circulated through the inside of the tubes. A dry direct expansion type cooler will circulate the refrigerant through the inside of the tubes and the chilled water will surround the outside of the tubes.

Answer to Question 2

Mechanical gauges cannot accurately indicate the difference between a poor vacuum and a great vacuum. The needle on the gauge is typically wider than the space occupied by 1 in Hg vacuum
