Answer to Question 1

Outside diameter

Answer to Question 2

A dump zone is an area of the house whose comfort is not critical, such as a basement. When excess air capacity exists because all zones are not calling, the excess air is dumped into the dump zone. A house with a basement that is conditioned but not used much would be a good candidate.
