Can a cooling tower cool below the outside wet bulb temperature?

Answer to Question 1

No. Cooling towers never cool water below the wet bulb temperature of the incoming air. In actual practice the final water temperature will always be at least a few degrees above the wet bulb design temperature.

Answer to Question 2

R = E / I R = 30 volts / 5 amps R = 6 ohms
