Answer to Question 1

Check to see that the regulators on the acetylene and oxygen cylinders are adjusted out CCW.
Stand behind the acetylene cylinder on the side opposite the regulator and use the tank valve key to turn the acetylene tank valve counterclockwise the minimum amount required to get a reading on the cylinder pressure gauge.

Stand behind the oxygen cylinder on the side opposite the regulator and crack open the valve counterclockwise.
Once you see a reading on the oxygen cylinder presure gauge, open the oxygen tank valve all the way counter clockwise.
Regulate the acetylene and oxygen pressures by slowly turning the regulators in clockwise and observing the pressure gauges.
