Answer to Question 1

Adopting a decentralized decision-making process generally encourages employees to invest their time and effort in cultivating new business by strengthening existing customer relations.

Answer to Question 2

The federal court system is different from state court systems because the federal court system has a Court of Claims, a Court of Customs and Patents, and the United States Military Appeals Court. In addition there are United States District courts and a United States Court of Appeals. The highest court level in the United States is the Supreme Court. State court systems have small claims courts, superior courts, and state supreme courts.
