Answer to Question 1

Changes in the work clauses explain how any deviations from the original scope of work will be dealt with during construction. These clauses provide owners with the legal right to make changes during construction using change orders if contractors agree to make them for appropriate compensation.

Answer to Question 2

The Instructions to Bidders provide the procedures that have to be followed by whoever is bidding on a construction project. The Instructions to Bidders are included in contract documents because they provide detailed information on how a bid is to be prepared and submitted for review.
