Answer to Question 1

This issue cannot be resolved easily. The specific circumstances and individuals
involved in a firm will dictate the effectiveness of the different approaches that might be
considered. In general, top management must first communicate to the field personnel
that the information is important to the company. The second is that management must be
careful how it responds to the information when it is received. If management's style is to
criticize project personnel when information is not as expected, the credibility of
information subsequently received may be more questionable. It is important that bad
news from the field not be used as a hammer over the field personnel, but rather that
assistance be provided when this occurs. This team approach will convey to everyone that
the information must be honest and accurate and that the information will then be used to
help identify areas where additional assistance can be provided. There can be obvious
downside to providing accurate information from the field or the information accuracy
will quickly erode.

Answer to Question 2

There are many added costs that might be incurred. Virtually every change that
is issued by the owner will result in the contractor incurring additional administrative
costs. Everyone must be informed of the change or work may be performed according to
the original contract documents that were changed. Note that these administrative costs
are incurred whether the cost of an item is increased or if an item of work is deleted from
the project scope.
