Answer to Question 1

Active stall control is used to control rotor speed by a mechanically moving the

blade pitch into and out of stall condition as necessary. Typically this is done with hydraulic controls.

Passive stall control uses the basic design of the turbine blades to create turbulence on the back of the blades in strong winds thus slow the turbine in high winds

Answer to Question 2

There are different types of anemometers. One type of anemometer uses a permanent magnet dc generator that is connected by a shaft to spinning cups. The shaft rotational speed generates a voltage proportional to wind speed. Another type of anemometer uses the cups to produce pulses that are proportional to the wind speed.
