Specular reflection occurs when the reflecting surface is smooth and flat. The reflected rays from parallel incident rays are also parallel. Diffuse reflection occurs when the reflecting surface is rough. The reflected rays from parallel incident rays are not parallel because of the irregular nature of the surface.
