An object is submerged in a swimming pool and of course the water exerts a buoyant force on the object. Suppose a thousand gallons of oil is spilled into the pool and now floats above the water.
 
  How is the buoyant force on the object changed by the overlying oil?

Answer to Question 1

No change at all as long as the density of the water remains unchanged. After all, the buoyant force depends upon the volume displaced and the DENSITY of the water.
