Answer to Question 1

If we survive and decide to become interstellar travelers, we are probably capable of it. Because our solar system formed some 5 billion years after the galaxy formed, it therefore seems likely that other civilizations should have evolved and developed interstellar travel long ago. The paradox is that we have not yet had any contact with such civilizations.
