Answer to Question 1

This equation is used to estimate the number of civilizations presently living in the Milky Way Galaxy.

Answer to Question 2

Np is the number of planets in the Milky Way that lie within the habitability zones of their stars. flife is the fraction of these planets with life. fcivilization is the fraction of these planets on which a civilization develops at some time. fnow is the fraction of these planets on which the civilization exists now.
