Answer to Question 1

William Herschel relied on star counts, and found most stars lie near the plane of the Milky Way, and in about equal numbers in all directions within this plane. He naturally took this to mean we lay near the center of a thin disk about 10,000 light years across. But dust near us blocks the vast majority of the Galaxy in visible wavelengths, so Herschel's survey included less than 10 of the whole Galaxy.
