Absolutely not. It does say that if the case is sufficiently compelling, even the
doubters will be brought along. This is not the case for global warming, as we shall see in
Ch. 17 . It does bear on the inevitability of what occurs, though. Tragedy is remorseless. But
the tragedy of the commons is not inevitable if its character can be recognized.
