How is it that the world's nations were able to forge the Montreal Protocol to reduce production of CFCs, when previously many nations had disregarded scientists' warnings?

Answer to Question 1

The weight of evidenceand the gravity of the consequencesbecame too clear
to ignore. The known alternate hypotheses were shown to be incorrect. This is, of course,
not one hundred percent conclusive because there may have been an alternative model that
people were unable to conceive of. However, the danger of continued emissions was too
great to ignore, and the cost would be borne by everyone on Earth, not just some. As a
result, every national interest coincided, and concerted action became possible.
