Answer to Question 1

Magnetic monopoles are forbidden in the understanding of electromagnetism as formulated by Maxwell. According to Maxwell's equations, every magnet has two poles, much like the north and south on a bar magnet.

Answer to Question 2

The strong force binds protons to protons (all nucleons in fact) over very small distances of about 10^-15 m. The strong force is two orders of magnitude larger over those distances than the electromagnetic force. The nucleus does succumb to electromagnetic repulsion with large values of A, the nucleon number.
