Answer to Question 1

All length measurements will not be correct unless a correction is made. This, in turn,
will give inaccurately calculated torques if the correction is not properly made.

Answer to Question 2

An object is in equilibrium when (1) the sum of all forces acting on the object is zero
and (2) the sum of all torques acting on the object is zero.
