Yes, as long as the component of the force perpendicular to the line joining the axis to the force is the same for both forces.

Answer to Question 2

Temperature is a measure of the average kinetic energy of individual molecules. Internal energy refers to the total energy of all the molecules within the object. Heat refers to a transfer of energy from one object to another because of a difference in temperature.
