If the net torque on an object is zero, does the the net force on the object also have to be zero?

Answer to Question 1

No. If the sum of the forces on an object are not zero, then the CM of the object will accelerate in the direction of the net force. If the sum of the torques on the object are zero, then the object has no angular acceleration.
