The dynamic programming recursion (minimization) can be written
  a.ft(i)=min(cost during stage t) - ft+1(new state at stage t+1).
  b.ft(i)=min(cost during stage t) + ft+1(new state at stage t+1).
  c.ft+1(i)=min(cost during stage t+1) + ft(new state at stage t).
