Answer to Question 1

Both judges can make binding decisions; both decide questions of law and fact. An ALJ will be an employee of the agency involved; a trial court judge is an employee of the government. There are no juries in administrative decisions. Both types of judges will listen to witnesses give testimony. Both types of judges can have their decisions appealed.

Answer to Question 2

Some examples of CART use include people who are learning English as a second language, people who need assistance in hearing words, and those who wish to improve their reading skills and linguistic abilities.
