What is the purpose of interrogatories? Why are interrogatories usually only a preliminary form of discovery, and why must they be followed up by other methods?

Interrogatories are a fixed set of written questions that call for a set of written answers. The attorney will not have an opportunity to ask follow-up questions or ask a witness to elaborate. The answering party's attorney always reviews the answers and makes sure the answers are limited. The information provided in answers to interrogatories are usually only meant to lead to other sources of information.
