This provision was inserted to address the fears of some framers that the rights listed in the new Bill of Rights might be treated as the only individual liberties held by individuals. The Ninth Amendment's language suggests that there are other liberties beyond those written in the Bill of Rights that are to be protected against governmental intrusion.
