Answer to Question 1

The Northridge earthquake of 1994 was the first major quake to strike a major metropolitan area since 1933 . Major freeways collapsed, parking structures crashed down, and apartment buildings flattened to the ground.
Initially, talk was that Southern California was damaged beyond repair and that it would never be rebuilt again. However, this turned out to be false, and people did indeed rebuild.

Answer to Question 2

The construction of canals and waterways to transport water from the less arid north to the more arid regions of Southern California, and the flattening of the Central Valley for agriculture.
