Is training only needed with new hires and low performers?
 
  a. No, new equipment or procedures also require it
  b. No, average employees benefit from repetition of basic skills training
  c. Yes, all others should be competent or no longer employed
  d. Yes, it is too expensive and time consuming to do otherwise
