A latent public is one whose values come into contact with the values of an organization but whose
members are not aware of the relationship. An aware public is one whose members recognize the
intersection of their values with those of an organization but have not responded to the relationship.
An active public is one whose members recognize the intersection of their values with those of an
organization and who have responded to the relationship.
