Judicial councils initially hear and investigate complaints against federal judges and take necessary action in most cases. Serious cases with substantial evidence are reported to the Judicial Conference, which may recommend that the U.S. House of Representatives start impeachment procedures. If the House votes articles of impeachment that specify the specific charges, evidence and testimony are heard by the Senate Impeachment Committee prior to trial on the Senate floor. Conviction requires a two-thirds vote of the Senate and carries with it the removal from office and disqualification from holding any further office.
