When and whether to give Miranda warnings to persons detained on suspicion of terrorist acts is a hotly debated issue, partly because some suspects may be held as unlawful enemy combatants. Although the U.S. Department of Justice has reaffirmed its commitment to the Miranda rule, it also encourages agents to interpret the public safety exception to the Miranda rule broadly in terror cases. Practical examples of the difficulties in the relationship between terrorism and Miranda can be seen in the underwear bomber case and in the explosion at the Boston Marathon.
