According to social conflict theory, what happens to society as different groups strive to impose their will on others?

Hate crimes are
 
  a. offenses committed against a person, property, or society that is motivated by an offender's bias against an individual's or group's race, religion, ethnic/national origin, gender, or sexual orientation.
  b. not actually crimes because people can't help their prejudices.
