The rehabilitation model embraces the notion that, given the proper care and treatment, criminals can be changed into productive, law-abiding citizens. People commit crimes through no fault of their own; criminals are the victims of social injustice, poverty, and racism. The offenders' acts are a response to a society that has betrayed them. Dealing effectively with crime requires attacking its root causes. Funds must be devoted to equalizing access to conventional means of success (public assistance, educational opportunity, and job training). If individuals run afoul of the law, efforts should be made to treat them, not punish them, by emphasizing counseling and psychological care in community-based treatment programs.
